摘 要

  本研究根據楊冠政等學者於1988年提出「臺灣地區環境教育計畫芻議」,以及國立臺灣師範大學環境教育研究所汪靜明所長,於1996提出「社會環境教育之推動與落實」理念。加上近年來網際網路的興起,應用範圍日廣,而倍受大家的重視,特別是教育上的應用。環境教育與網際網路的結合已在國外有所成果,而在我國尚缺乏有系統之研究。本研究之目的在於配合政府現行環境保護與環境教育政策,從瞭解網際網路上推行環境教育之可利用資源、可行方式及可能限制。嘗試應用台灣學術網路的電子佈告欄系統做為推動的工具,瞭解環境討論板之環境教育方式、使用者背景、使用方式及對環境議題之意見。初步研擬在應用網際網路推行環境教育之課題,並提出可能因應建議。

  本研究採用觀察研究法之參與觀察(participant observation),探討網際網路及電子佈告欄系統環境討論區應用情形。利用電子佈告欄系統的討論區投票功能進行調查研究法之問卷調查(questionnairesurvey),以瞭解環境討論區使用者之背景、使用方式及對環境議題之意見部分。

  本研究重要結果有:一、關心環境的網際網路使用者數量多,網際網路是輔助環境教育推行的可行管道。二、大學之電子佈告欄系統使用族群以大學生為主,可輔助對大學生等學生之環境教育推行,更可能隨網際網路使用者族群的擴大而有更大的影響範圍。三、環境討論區使用者的環境知識主要來源除了「報章雜誌書刊」及「廣播電視」,此外以「網際網路」為環境知識來源的比例亦相當高,網際網路是輔助環境知識傳播的可行管道。四、電子佈告欄系統之投票功能,可利用於有限族群的意見調查。五、電子佈告欄系統環境討論區中環境教育進行方式有環境議題討論、環境問題請教、環境行動發起、環境活動宣導及生活環保實踐等方式。六、目前,電子佈告欄系統之環境議題討論中尚缺乏學者專家之參與。

  研究中進一步彙整調查分析結果,綜合我國政府現行環境保護與環境教育政策,並參考國內環境教育相關研究,歸納探討我國應用網際網路推行環境教育所可能面薑局疰D,包涵:一、充實及彙整網際網路上環境教育資訊,建立環境教育資訊中心,以供環境教育參與者查詢及交換訊息,有效將資訊運用於環境教育工作上。二、電子佈告欄系統可應用於環境教育,進行環保議題的討論與環境理念的宣導,為具經濟價值且效果良好的工具,值得廣泛推廣與應用。三、應用網際網路推行環境教育應結合環境教育各級參與者。四、普及各級學校網際網路建設,並增進師生使用網路的能力,以利網際網路環境教育之推動。並提出可能因應的參考建議,以為今後台灣地區應用網際網路推行環境教育之參考。

  對於網際網路所串聯起來的世界最大資料庫而言,本研究只能以電子佈告欄系統應用的方向,初步瞭解我國網際網路上推行環境教育的情況及展望。 隨著網際網路的蓬勃發展,應用網路的管道推動環境教育是非常可行的。環境教育參與者可充分運用現有網際網路上的建設,進行方式有極多樣性的可能,應用上更具相當彈性。後續研究可對環境教育推動模式進行深入探討,如環境理念的宣導方式、環保議題討論的進行及其他網際網路服務資源應用方式等。


Abstract

Recently environmental education has grown its importance graduallyin Taiwan, meanwhile the rising and thriving appliance of Internetin different fields is getting more popular also. The associationof environmental education and Internet has been worked for yearsabroad, but still lacks for systematic research in Taiwan. Thus,the purpose of this research is to (1) correspond to governmentenvironmental protection and environmental education policy tosee the useful resources, possible methods, and restricts whencarrying out environmental education in Internet, (2) try to findout Environmental Discussion Board (EDB)`s environmental educationmethods, user backgrounds, using methods, and opinions towardenvironmental issues through Bulletin Board System (BBS) in TANet, and (3) set up subjects for environmental education appliancein Internet and possible suggestions.

The research takes participant observation of Observation ResearchMethod to survey the utilization of Internet and EDB in BBS. Onthe other hand, taking voting function in BBS`s EDB to carry onSurvey Research`s questionnaire survey to figure out users` backgrounds,using methods, and opinions toward environmental issues in EDB.

Main research conclusions are: (1) Persons who concern about environmentin Internet are many; Internet is a workable assistant accessfor environmental education movement. (2) Major users in university`sBBS are college students, thus Internet could be an assistantof environmental education movement toward college students andhas a more likely wide-effect whenever user members is gettinglarge. (3) Main sources of EDB users` knowledge for environmentare from newspapers, books, or mass media. However, the percentageof getting environmental information from Internet is high also,which proves Internet could be an useful assistant for environmentalknowledge teaching. (4) Voting function in BBS could be used forquestionnaire survey of certain groups. (5) Current environmentaleducation methods in BBS`s EDB are environmental issue discussion,environmental question consultation, environmental movement initiation,environmental movement propaganda, environment protection practicein daily life, and etc. (6) Present environmental issue discussionin BBS is still short of experts` participation.

After referring to the present environmental protection and educationpolicy of government and internal related environmental educationresearch, subjects might be faced when executing environmentaleducation in Internet including: (1) Enrich, reorganize environmentaleducation information in Internet and establish environmentaleducation source center for users` consultation and informationexchange. (2) BBS system could be a successful tool in applyingto environmental education for environment protection issue discussionand environmental concept propaganda. It has both economical,effective function that is worthy of wide-promotion and appliance.(3) Popularize school`s Internet infrastructure and improve teachersand students` operation ability to successfully complete environmentaleducation movement in Internet. And bring the possible suggestionfor the reference of later environmental education movement inInternet.

For the worldwide biggest data base connected through Interent,this research only uses BBS system to preliminarily understandthe condition and prospect of environmental education movementin Internet. With the daily flourishing of Internet, applyingInternet in environmental education will grow its importance andturn out to be a critical access. Through users` workful operationin Internet, environmental education could be executed in varietyand be more flexible in appliance. Further research could hasa further survey toward the method of environmental educationmovement, such as environmental concept, the movement of environmentalconcept issue discussion, other Internet service appliance method,and etc.
